The current status: non-EU care and 19% deduction
In Italy medical expenses are deductible at 19% beyond the deductible of €129.11. Historically, expenses incurred at foreign healthcare facilities - including those outside the EU such as Albania - have been eligible for deduction, provided they are documented with an invoice and adequate clinical documentation, and with traceable payment. This is the framework our patients have been working on so far.
The focus: the parliamentary debate 2025–26
And here's the part that many sites don't tell you: A proposal to limit or exclude the deductibility of medical treatments incurred in non-EU countries is being discussed in Parliament in the 2025-26 period. At the time of writing the measure is debated and its outcome is not definitive. Honest translation: Don't plan your dental work counting on the deduction. If there is, it will be an additional benefit; if there isn't, the real saving compared to Italian prices still remains large. Before relying on this item, check the updated situation with your accountant.
The documentation we issue
Whatever the outcome of the rule, correct documentation is the basic condition. We deliver to each patient:
- Invoice detailed for each payment, with clinic tax data and description of services;
- Clinical report in Italian, with diagnoses, interventions performed and materials used (with certificates of authenticity Straumann®, Nobel Biocare®, Ivoclar IPS e.max®);
- Signed treatment plan which connects estimate, interventions and amounts;
- Trackable payment receipts (bank transfer or card): remember that in Italy the deduction requires traceable payments, so cash - even where permitted - is not the right choice if you aim for the deduction.
Practical advice, in three steps
- Always pay traceably (bank transfer or card) and keeps everything: invoices, reports, receipts, travel documents;
- At the end of the year he takes the documentation to the accountant and ask for verification of the legislation in force at that time: it is his job and he knows your tax framework;
- Evaluate the convenience over the real price, not on the deduction: the honest comparison between costs is on the page it's worth getting your teeth done in Albania.
